‘e-Bhoomi’ portal would prevent distress sale of land by farmers as the government would be a potential partner. It would also provide an opportunity to the landowners to get involved in the decision- making process while locating sites for development projects and ensure hassle-free land procurement by departments.

Features

  • It is a transparent mechanism and prevents distress causing to farmers in sale of land as the government would be their potential partner.
  • It would also provide an opportunity to the landowners to get involved in the decision- making process while locating sites for development projects and ensure hassle-free land procurement by respective departments.

Process Flow

Stage 1 : Land Indenting
  • Registration by the Indenting Department.
  • Entry of the Land Requirement including:
    1. Area.
    2. Location in terms of District, Town/Village.
    3. Proposed development project.
    4. Feasible area where land can be purchased ( in multiples of area to be procured).
Stage 2 : Land Survey
  • GIS Land Survey of the feasible area to be got conducted by HSIIDC for:
    1. GIS Mapping of the feasible area.
    2. Superimposition of GIS Map on Sajra Map to identify the feasible khasra numbers which can be purchased.
    3. Uploading of Land Survey results on the Portal.
Stage 3 : Offer of land by landowners and land aggregators
  • Release of the public notice/advertisement by the Indenting Department for land procurement. The period in which offers can be made shall be 30 days.
  • Simultaneous publishing of the Survey and land requirement details on the Portal.
  • Registration by the Land Owners / empanelled Land Aggregators.
  • The landowner shall have the option to input details in Hindi too.
  • Acknowledgment of the application via SMS or/and Email.
  • Generation of unique service request number (SRN) for tracking by Land Owners / Land Aggregators.
Stage 5 : Uploading Final Decision
  • After finalisation of the decision to purchase land by the High Powered Land Purchase Committee, the information would be uploaded on the Portal.
  • MIS will be available to all the stakeholders.
Stage 4 : Scrutiny & Validation of offers
  • MIS Reporting to be provided by the Portal.
  • Offline scrutiny of the offers by intending department; the Indenting Department can take aid of Designated Agency i.e. HSIIDC in bid evaluation, as per clause 5(4) of the Policy. This shall include verification of the supporting documents, Land Ownership, Litigation etc.
  • Physical inspection of the land by the indenting department.
  • Identification of those land sale offers where price bids can be opened by the Indenting Department.
  • Opening of price bids and decision to proceed for purchase of land by the indenting department.
  • Committee of Secretaries to scrutinize the proposal of Indenting Department for purchase of land, as per clause 5(5) of the Policy.
  • Approval of land purchase by the High Powered Land Purchase Committee, as per clause 5(6) of the Policy.

Voluntary Offer of Land by Landowners / Empanelment of Aggregators

  • The Portal shall also be capable to handle voluntary offer of sale of land by Landowners, without requisition by any State Government Department, in terms of Clause 4 (Part - A) of the Policy
  • Empanelment of Land Aggregators, as mandated in Annexure - A of the Policy, shall also be done through the Portal.
